TITLE IV-E PREVENTION CLEARINGHOUSE PROGRAM REVIEW

Research indicates that Black, Indigenous, People of Color (BIPOC) are overrepresented in the child welfare system. The Family First Prevention Services Act established the Title IV-E Prevention Services Clearinghouse to evaluate programs aimed at preventing foster care placements. Programs rated as “well-supported” must demonstrate effectiveness through rigorous research, including sustained positive outcomes. This study systematically reviews 584 peer-reviewed articles on 19 well-supported programs, evaluating whether they include diverse samples and conduct subgroup analyses to determine their relevance for BIPOC families. By assessing these methodological factors, the study examines whether the existing evidence supports equitable intervention outcomes across different populations.​
